TravisCI builds are unreasonably slow #3

Description
TravisCI builds take a very long time, even when using cached builds of rocksdb, grpc, protobuf, and Judy. Most of the time is spent updating Homebrew.
We should try to cache all of our dependencies, and then not call brew if the cache is OK.
