Spike: Investigate and document performance of deterministic routing in HA setup

Deterministic routing in HA setup may have a significant performance impact on request routing, particularly if the caching service is queried before requests are routed. This impact for each supported caching service configuration (i.e. Redis and VSAM) should be understood and documented.
