Zowe log may contain ZWEAD400E error message even when everything works as expected

Describe the bug

The following error message may be displayed during the Zowe startup in HA mode. It may lead to a misleading understanding that Zowe is not working correctly. It is common that the log contains multiple ZWEAD400E messages.

Log from system1:
2023-03-15 11:52:36.899 <ZWEADS1:ThreadPoolTaskExecutor-1:50466201> ZWESUSR ERROR (o.z.a.d.GatewayNotifier) ZWEAD400E Cannot notify Gateway on 'https://system2:7554/gateway/cache/services/apicatalog' about new instance 'system2:apicatalog:7552'

Steps to Reproduce

1. Setup Zowe in HA mode.
2. The second instance (especially Gateway) is started with some delay.
3. Check the Zowe log of the first instance.

Expected behavior
This message is not displayed when the second instance is still starting. Consider using only a warning instead of the error.
