Validation of certificate between DS

Describe the bug
It seems like even user disables verification of the certificate (see unknown hostname if common name), the communication between DS (peer call) is not realized. Once this validation is disabled it should be used for the whole communication in there.

Steps to Reproduce

1. establish a Zowe in HA using a certificate with not matching common names, disable validation of certificate (at least host names), and change the log level to DEBUG (including Eureka)
2. start APIML
3. wait a few minutes

Gateway should just be one instance of DS and the log contains exceptions about validation of the certificate.

Expected behavior
The Discover Services are connected and no exception about certificate validation appears.
