TD: remove node 16 from GHA + and fix V1 build

We should remove Node 16 from the workflow matrix 😋

In addition, we should investigate why the npm-org-cache on Zowe Jfrog doesn't have the version number 1.22.7 since it was published on April 12th, 2024.
