Resource Inspector actions and tree context menu do not match

Describe the bug

When a CICS Local File is Unenabled (not enabled or disabled, often occurs when you Close an Enabled Local File), the tree context menu only provides the option to Enable it. However, the Resource Inspector actions menu offers Enable and Disable.

Expected and actual results

It seems running enable and disable from resource inspector okay, so perhaps they should both be present in the context menu?
