Add Resource Inspector for a CICS region's attributes

Describe the enhancement
Add Inspect Region command to the tree and for quick-pick.
Then the Resource Inspector is opened showing the region's attributes.
Create Region meta for both managed and unmanaged regions.

Expected Results
User should be able to open RI for region from tree node and quick-pick.
