This looks as a proposal to add new page as we don't currently have the troubleshoot-zos-services.
And if I correctly understand the request this is configuration of z/OSMF that may be incorrectly setup, do I read it correctly?

That sounds about right. This used to be a general purpose troubleshooting guide for known z/osmf misconcifuration that may impact the end-user's experience with Zowe 🙏
