Python SDK published to zowe.org contains license notices for Zowe CLI

Describe the bug
The Zowe Client Python SDK .zip that we provide on zowe.org includes zowe_licenses_cli.zip that contains license notices for Zowe CLI dependencies. These are not relevant to the Python SDK and should be replaced with license notices for:

I'm moving this issue to the repo where we create license bundles.

Moved this issue to the CLI standalone package repo as this is the last step for including python license bundles into the SDK zip.
