Remove duplication between `ZOWE_APP_MASK_OUTPUT` and `ZOWE_SHOW_SECURE_ARGS`

It seems like we have 2 environment variables that do basically the same thing. Consider deprecating one of them to remove in V4. Thanks @awharn for finding this 😋
