USS file not tagged after upload in V3

Describe the bug

When a USS file is opened with a custom encoding, and changes are saved to the file, then the USS file tag is not updated.

Actual behavior
The z/OS Files SDK does not update the USS file tag after upload - see zowe/zowe-cli#2371

Expected behavior
The ZoweExplorerZosmf.UssApi.uploadFromBuffer method should tag a USS file with encoding if one is specified.

Removing On-Hold tag as this issue has been fixed on the SDK side thanks to @jace-roell
