Replace deprecated package for VS Code webview UI

The @vscode/webview-ui-toolkit package has been deprecated. Thanks @CraigFreiwald for reporting this 🙂

See microsoft/vscode-webview-ui-toolkit#561 for more details - VS Code Elements package seems to be the most popular alternative.
