handle trailing slash on filesystem URI

Add handling to support trailing / in filesystem URIs since it is technically a valid URI format.

zowe-ds:/profile1/TMP.PUBLIC?fetch=true works
zowe-ds:/profile1/TMP.PUBLIC/?fetch=true will throw errors
