Pre-flight Check: Detect z/OSMF JWT state #4499
Description
Similar to #4497 , if z/OSMF is running and otherwise healthy, zowe startup should check if the zowe configuration wants to use JWT vs LTPA for z/osmf authentication, and should do some checks upon z/OSMF to see if the zowe configuration matches the running z/osmf's capabilities. If not, zowe should abort with a message saying what options the user has to remedy the situation, whether by zowe config or zosmf config.
