Describe the bug
When calling zoewx uss chown with a non-existent user name, the command silently does nothing instead of reporting an error. The ownership is unchanged, but no feedback is given that the user is invalid.
This issue occurs even when calling zusf.zusf_chown_uss_file_or_dir directly.

Expected and actual results
Expected: exit code should be non-zero with an error message.
Actual: exit code is 0, no error message
