option to turn off smooth scrolling

I feel that Chromium's smooth scrolling feature is annoying and makes the interface feel sluggish. It would be nice if that could be turned off in the Electron app.

@Be-ing can you reproduce this? Let me know if you see any changes (I know it's blocked in upstream but just for the verifying this behaviour in v2 of electron).

I have the same problem on Win 10 in the desktop app.
