▒ • notify in streams if you're mentioned

▒ This can be improved, though of course we don't have a setting for ZT in the per-stream notifications as you see in the webapp, so we'd have to use another one of those instead.

▒ Well, this is a bug (or lack of full feature parity), so we can mention it in the README but it should be filed as a bug and worked on :)

Current status of notifications:

• nothing if you wrote the message
• always PMs
• streams if mentioned/wildcard-mentioned (all/groups), or if stream setting says want desktop notifications (from feat(model): show desktop notifications for enabled streams #669)

Features to add: (check vs webapp implementation)

• Don't notify if a stream message and stream is muted (user mentions override?)
• Don't notify if a stream message and topic is muted (user mentions override?)
• Clarify interactions of all-notify stream setting
• Don't notify if edited?
• Don't notify if read? (can this happen?)
• Don't notify if already notified? (this implies we would store notification state somewhere)
