Message editing: Add support for "community topic editing"

We currently support editing message topics of one or many messages, but only via one's own messages in those topics.

Depending on a particular server settings, then it should be possible to edit topic names independently of contribution to the topic:

The open PR may go some way towards resolving this, but may need extra work.

This may not be a good first issue, if that's what you are looking for, but you are of course welcome to look into it.
