Support in-place update with different-length partial segments

Currently, the `UpdatePartial()` API only supports in-place updates for partial segments of the same length:

```cpp
virtual OpCode UpdatePartial(Slice key, MutValCallback updateCallBack,
                             UpdateDesc& updateDesc) = 0;
```

Updating with different-length partial segments can improve flexibility, but it is unsupported.
