ci(publish-hermes-python): auto-publish on Version Packages merge#34

Add a push trigger on main gated by the 'Version Packages' commit-message prefix — the same marker publish.yml uses (inverted) to distinguish stable releases from dev snapshots. PyPI now publishes in the same merge that ships npm stable, matching the changeset discipline. Manual dispatch is preserved for backfill and ad-hoc re-runs; the preflight PyPI check still fails fast if the bumped version is somehow already uploaded.
