Our infrastructure changes in 2025 mean that communities rarely need to pre-warm/pre-initialize infrastructure; most events can start without intervention on our part.

This PR changes the language to help hub admins plan ahead for exceptionally large or compute-intensive events.

This PR changes the language to help hub admins plan ahead for exceptionally large or compute-intensive events.
- The active times for the event (e.g., 9am to 5pm US/Pacific)
- How many people will attend the event
- Do you need to need hub infrastructure to be [pre-initialized before the event](events:pre-initialized)?
- Is the event unusually for your hub, where you may need [additional preparation before the event](events:pre-initialized)?
