This PR implements a new script to convert a cmi dossier export to a gever bundle.
Usage:
bin/instance run src/opengever.maintenance/opengever/maintenance/scripts/cmi_to_gever/converter.py ./var/GeschaefteExportthen import it with the default bundle importer
bin/instance import path/to/bundle.oggbundleFor TI-2036
