Add test/rtc_datarate_test.cc to verify 1-pass CBR rate control behavior and bitstream validity in RTC mode. The test is parameterized by RtcTestClip, testing multiple bitrates across full CIF (360 frames) and VGA (471 frames) clips with leaky-bucket buffer simulation.
