Update github workflows so we can compile using ubuntu only, no windows. Removes dependencies on windows-only makefiles from github actions Greatly increases speed of PR and release builds PR: 4 minutes -> 20 seconds Release builds 10 minutes -> 1 minute Remove abandoned actions/create-release Update action versions
