* sh/petsc.sh (VERSIONS): Upgrade to 3.14.4.
* sh/slephs.sh (VERSIONS): Upgrade to 3.14.2.
* sh/boost.sh (VERSIONS): Add 1.73.0 and 1.74.0. Try new upstream download location first.
* sh/tpsl/sundials.sh: Attempt tarball download from github if the download from llnl.gov fails.

We probably want the boost update.
For Petsc, may want to check that 3.14.4 is ok cf. Q1553051 (or should keep available 3.14.2).
