Updates #8177.

  • Adds dns_privacy_available to /control/status based on TLS/DoH config (including allow_unencrypted_doh).
  • Setup Guide uses this flag to avoid blocking DNS Privacy profile download when DoH is actually available behind a reverse proxy.
