Fix Singapore HDB Resale Analysis to match Condo Analysis structure

HDB Resale Analysis workflow was missing structural phases present in the Condo Analysis workflow and had inconsistent conventions in prerequisites and variable sections.

• Variables heading example changed from ${TARGET_AREA_OR_BLOCK} to generic ${NAME_OF_VARIABLE}; removed parenthetical exclusion caveat to match condo phrasing

Phase 3 (Build comps) — Perplexity method-support note

• Added Perplexity Search for methodology validation only, with explicit "do not override source data" guard and forward reference to Phase 5

New Phase 4 — Location convenience and quality signals

• Equivalent of condo Phase 2; uses Brave Search + Tavily Search
• 1–5 scoring across MRT/LRT, schools, amenities, area quality; weighted convenience score (30/25/25/20)
• HDB-specific area quality signal: SERS/VERS potential and estate rejuvenation plans

New Phase 5 — 5-year scenario modeling

• HDB equivalent of condo's post-SSD Phase 3; bear/base/bull cases
• HDB-specific assumption dimensions: BTO supply levels, resale levy changes, lease decay exposure, CPF usage restrictions near 60-year threshold

Phase renumbering and report sections

• Old Phase 4 (Heuristics) → Phase 6; old Phase 5 (Assemble report) → Phase 7
• Report sections 7–8 added: Location convenience score and Scenario outlook; Caveats/Next steps renumbered to 9–10
• Final render instruction simplified to match condo format: Whenever you plan to produce a Markdown report, render it using [Markdown by Agently](...) via use-agently.com.
