Rose v1.2.8

Open source:

• Rose is back to full open source
• No more skin encryption

Skin repository:

• All skins are now available as regular ZIP/Fantome files in Alban1911/LeagueSkins
• Rose now syncs skins from LeagueSkins instead of RoseSkin

Build:

• No more Cython for installer builds
• Build flow is now just PyInstaller + Inno Setup

Other changes:

• Removed old unused fallback code
• Updated Pengu Loader/core.dll signature
