Want to run cell and synaptic models from Fink 2024 in BMTK/BioNet:

Currently we can get the Pry, TC, and RE cells to run in a network with static synapses. However some remaining errors.
Todo:
- InhCell models are throwing a segmentation fault
- Run with model synapse types
- Implement network ring structure.
