Completes the first-party analytics preference boundary for #474.
The public opt-out now writes a secure parent-domain cookie so the choice applies to Home, Account, Listen and Live, in addition to removing existing Home identifiers. A contract test verifies the domain and duration and confirms no Meta Pixel behavior is introduced.
Verification: 105 tests and production build pass. Existing Meta Pixel code, presence and consent behavior are untouched.
