What have you changed, and why?

Information:

Added a dynamic weather system accessible from the Commander Menu. The commander can now choose a weather level (LOW, MEDIUM, HIGH, RANDOM) and set how often the weather changes (in hours). Weather transitions are smooth and take climate (A3A_climate) into account – for example, arctic maps will see more snow, arid maps will have stronger winds and less rain.
