Adds the first real OpenMCC ground radio gateway firmware for ESP32-WROOM-32.
Included:
$CMDuplink and$TEL/$ACK/$ERR/$INFOdownlink;Hardware status: software implementation only; physical CC1101/E32 testing is still required when the purchased module is known.
