The index page shows you all available users and some basic information about them.
All users can see each other but only administrators can add, edit

delete (
)
or see the list of scans they've started.
Users can see details of other users to which they are privy, like shared scans and Roles; only administrators (or a user seeing his own account) can see users' activities
To create a user you need to fill in some vary basic information and optionally select a role.
