Add Dronecan support for STATIC GPS fix type

yes, I can figure this out in a follow up PR since it's not required for the PX-1 to work since PX-1 is not a dronecan device.

MAVLINK support static fix type (antenna fixed to the ground). GPS's use static mode to improve positional accuracy given a zero-motion solution.
