Get GeofencingZones from VectorSource

Switch to using a VectorSource for GeofencingZones.

Todos:

• Ensure zoom level config is good
• bugfix snackbar -> two clicks in a row on a zone doesn't reveal it again.
• firestore/remote config for urls/ids -> decide // no change in this PR
• delete legacy use-geofencing-zone-hooks
• fix use of legacy geofencingZoneCustomProps, e.g. in useShmoWarnings
• feature flag, fallback to original solution
• support icons with polylabel from tile server (edit: should be new PR)
