• feat(quarto): add harper-quarto crate to workspace

Is this in a usable state yet?

Not at all, I pretty much just scaffolded the masker, and that's it.

I learned that quarto extends markdown somewhat, which complicates things a bit.

Honestly, this feels like it should be in it's own repo, some I'm going to close this and do that.
