Social | Remove upgrade nudge for vip sites #41146

VIP sites have Social plan included and thus those shouldn't see the upgrade nudge in the editor. This PR does exactly that.

Proposed changes:

  • Update the logic for the upgrade nudge to skip it for VIP sites

Other information:

  • Have you written new tests for your changes, if applicable?
  • Have you checked the E2E test CI results, and verified that your changes do not break them?
  • Have you tested your changes on WordPress.com, if applicable (if so, you'll see a generated comment below with a script to run)?

Testing instructions:

  • Fire up a Jetpack site without a social plan
  • Goto the editor and open Jetpack/Social sidebar
  • Confirm that the upgrade nudge in the editor is visible
  • Now purchase the Social plan
  • Confirm that the nudge is gone
  • Now apply this branch to an Atomic/WoA site
  • Confirm that the nudge is not visible
  • Confirm the same for Simple and Vip sites

Jetpack plugin:

The Jetpack plugin has different release cadences depending on the platform:

  • WordPress.com Simple releases happen semi-continuously (PCYsg-Jjm-p2).
  • WoA releases happen weekly.
  • Releases to self-hosted sites happen monthly. The next release is scheduled for February 4, 2025 (scheduled code freeze on February 4, 2025).

Could we flip this logic and have it for just Jetpack sites (as long as that includes Social of course)?
