• Adds @Automattic/team-calypso as code owners for the /packages/components path

Why are these changes being made?

• The Design System and UI component development are part of Team Calypso's scope of responsibility, and using CODEOWNERS helps improve visibility to changes to the components package

Testing Instructions

It's unfortunately not possible to test. But after these changes are merged, our team should start being assigned as reviewers on any pull request which touches files within /packages/calypso.

For testing, it should suffice to ensure the syntax is valid and consistent with other lines of the file.
