• Removes unused-deps NPM script

Why are these changes being made?

• As discussed in Use perl instead of replace for dependency updates #103216 (comment) , this is no longer referenced anywhere, and has mutated from a very old NPM shrinkwrap Makefile task. Much of what it's doing is no longer applicable to our current application, and it's unlikely anyone would know to use it since it's undocumented.
