chore: inject team id with dev.yml

Description

Make the apple team ID set in dev.yml. You can generate the file to put in your team id with make generate

Overview of Changes

import dev.yml in project.yml
add a step in make generate to gen the dev.yml template
update CI to use make generate

Testing

Tested locally and xcodegen works, waiting for CI to run to see
