PRD for what we want with respect the ability to ensure that "prior/concurrent interactions with the rollup SHOULD NOT cause any degradation in the percentage of L2 slots that a sequencer fills with blocks/votes".
The project is dubbed "multi EOA" because that is likely the design route we will take, and it is catchier than the requirement above.
