Update @azure/communication-react to 1.19.0 and react to 18.3.1 (#184)

* Update communication-react from 1.4.1-beta.1 to 1.19.0 and React from 16 to 18

* Added resolver to jest config

* lint fixes

* more lint fixes

* add @azure/communication-calling-effects as peer dependency

* add @azure/communication-calling-effects as dependency

* update roomsController.ts and unit tests

* update github actions to use Node v20.17

* lint fix in server package

* update adapter creation hooks, update package-lock.json, clean up unit tests and skip some ui tests

* remove unused import, removed commneted out code, and add return types
