This PR adds release notes for the 2026-01-04 AKS release to the CHANGELOG. The release includes major announcements about Ubuntu version support removal, Azure Linux 2.0 retirement, Basic Load Balancer blocking, Kubernetes version updates, and numerous component updates with security patches.
