[Internal] Query : Fixes AOT violations from QueryPartitionProvider and IndexUtilizationInfo
Description
This change fixes a few AOT violations from QueryPartitionProvider and IndexUtilizationInfo by providing converting use of Newtonsoft to STJ and providing serializer context to facilitate accurate trimming.
