[hybridconnectivity] Change ArmResourcePatchSync to ArmCustomPatchSync

Change ArmResourcePatchSync to ArmCustomPatchSync and generate a new swagger.
Removed PublicCloudConnectorUpdate, PublicCloudConnectorPeopleUpdate, SolutionConfigurationPeopleUpdate, and SolutionConfigurationUpdate from the new swagger.
