Data Plane API Specification Update Pull Request

Minor new API version.

• Added BROWSER_RECORDING and TEST_PLAN_RECOMMENDATIONS file type
• Added support for Preferences for a Load Test
• Added Long Running POST API to generate AI recommendations for test plan
