Add C# mgmt emitter configs for approved namespaces

Summary

Adds @azure-typespec/http-client-csharp-mgmt configuration for management-plane TypeSpec projects whose .NET namespaces were confirmed by namespace approval issues or existing Azure SDK for .NET packages.

This PR covers 24 confirmed configs from the tracking issue Azure/azure-sdk-for-net#60703 and leaves the remaining TBD services unchanged until namespace approval is confirmed.

• Parsed all modified tspconfig.yaml files with the repo YAML parser
• npm exec prettier -- --check <modified tspconfig files>
