Addresses #44699 and #44700
First iterations of Key Vault client libraries using
azure-core-v2andclientcore. The versions of said dependencies (e.g. io.clientcore:core:1.0.0-beta.5) are limited to what the Typespec generator in this branch is capable of at the moment.Currently only Key Vault Secrets is "complete". Working on adding the rest.
