This PR syncs eng/common with the corresponding changes from azure-sdk-tools PR 14692 by introducing a PowerShell hook script intended to collect/forward limited telemetry for Azure SDK Tools usage.
Changes:
- Added
eng/common/scripts/azsdk_tool_telemetry.ps1to parse hook JSON from stdin and decide whether to emit a telemetry event. - Detects client type (VS Code vs copilot-cli), filters ignored tools, and sends an
ingest-telemetryevent via theazsdkCLI in a non-blocking way.
