This PR syncs eng/common pipeline templates with azure-sdk-tools (PR 15357), updating GitHub authentication to use the login-to-github.yml flow (GH App installation tokens) instead of the legacy azuresdk-github-pat in the updated call sites.
Changes:
- Add
login-to-github.ymlusage and switch sparse-checkout authentication from$(azuresdk-github-pat)to$(GH_TOKEN)for*-prrepos in the prepare-pipelines job. - Add GitHub login steps to the TypeSpec emitter archetype regeneration jobs.

$(azuresdk-github-pat)to$(GH_TOKEN_Azure)in the TypeSpec emitter archetype.
